BSNL JTOs pay structure
I am getting many queries about BSNL Junior Telecom Officer in hand salary, pay scale & various allowances applicable to them. Bharat Sanchar Nigam Limited recruits these Officers in the executive cadre of E1 (16400-40500) pay scale of Industrial Dearness Allowances (IDA). This is the range of basic pay in which a JTO is fixed or placed. A newly recruit graduate engineer is generally fixed at the minimum of the pay scale in which he/she recruited by BSNL. Hence the minimum basic pay of BSNL JTO is 16400/-.
Junior Telecom Officer Basic Pay
A new recruits engineers Basic pay is fixed on E1 (16400-40500) pay scale and initial basic pay will be 16400. Apart from this, there is a Dearness allowances component which is added to salary. Current D.A rate is 114.80% which is revised on a quarterly basis.

House Rent Allowances
HRA is paid to government employees on the basis of government rules. Generally, these rules are revised along with the implementation of pay revision. It is paid monthly to employees & amount is varying depending upon the city of the posting. Government employees are paid 10% or 20% or 30% of Basic Pay towards HRA benefits. For a new recruit, JTO HRA amount will be like this
16400 X 10% = Rs 1640/-
16400 X 20% = Rs 3280/-
16400 X 30% = Rs 4920/-
Employee Provident Fund for BSNL JTO
As per Government Rules, every employee has to have an EPF account number. This account is opened by your employer. The contribution towards the EPF is made by Employee & employer both. As per current rules, 12% of Basic Pay plus DA (here it is EPF 4227) from the employee’s salary & same amount is paid by the employer. Hence total Rs 8454 will be deposited every month into your EPF account.
Other facilities & benefits
The medical facility is provided to all working employees of Bharat Sanchar Nigam Limited. The employee and his/her dependent are eligible for the free medical facility. Mainly spouse, children and parents are eligible for the medical scheme.

7th CPC for JTO
There is a common misconception that 7th CPC would also be applicable to BSNL Junior Telecom Officers but the truth is that there is no 7th CPC for Bharat Sanchar Nigam Limited employees. There is a separate pay revision for PSU employees. It is commonly known as PRC and applicable for all PSUs employees. Here is a wonderful article on how to select best PSU job. Recently Government has constituted 3rd PRC for the revision of pay scales of executives in PSUs. The next pay revision will be applicable from 01.01.2017. Junior Telecom Officers may expect approximate 15 to 25% hike in their salaries after implementation of 3rd PRC.
