So we can say BSNL is a mass recruiter for Electronics & Communication and Computer Science Engineers. I am getting many queries about JTO in hand salary, pay scale & various allowances applicable to them. Bharat Sanchar Nigam Limited recruits these Officers in the executive cadre of E1 (16400-40500) pay scale of Industrial Dearness Allowances (IDA). This is the range of basic pay in which a BSNL JTO is fixed or placed. A newly recruit graduate engineer is generally fixed at the minimum of the pay scale for which he/she recruited. Hence the minimum basic pay of Junior Telecom Officer is 16400/-.
BSNL JTO Salary
The Bharat Sanchar Nigam Limited appoints the fresh engineering graduate as a Junior Telecom Officer in the IDA Pay Scale of 16,400 – 40,500 under the E1 Grade. The basic pay just after the appointment in the regular service is 16,400 and a JTO will also get DA, HRA, Transport & Conveyance allowance as applicable to individual officers.

House Rent Allowances
HRA is paid to government employees on the basis of government rules. Generally, these rules are revised along with the implementation of pay revision. It is paid monthly to employees & amount is varying depending on the city of the posting. Government employees are paid 10% or 20% or 30% of Basic Pay towards HRA benefits. For a new recruit, JTO HRA amount will be like this
16400 X 10% = Rs 1640/-
16400 X 20% = Rs 3280/-
16400 X 30% = Rs 4920/-
The Department of Public Enterprises has already issued 3rd Pay revision order for the Public Sector Employees. So after the implementation of 3rd PRC, BSNL JTO Salary may increase 10 to 15% from 01.01.2017.
Employee Provident Fund for BSNL JTO
As per Government Rules, every employee has to have an EPF account number. This account is opened by your employer. The contribution towards the EPF is made by Employee & employer both. As per current rules, 12% of Basic Pay plus DA (here it is EPF 4487) from the employee’s salary & same amount is paid by the employer. Hence total Rs 8974 will be deposited every month into your EPF account.

7th CPC for JTO
There is a common misconception that 7th CPC would also be applicable to BSNL Junior Telecom Officers but the truth is that there is no 7th CPC for Bharat Sanchar Nigam Limited employees. Also, many aspirants think that Junior Telecom Engineer is a Gazetted Officers post but it is not. There is a separate pay revision for PSU employees. Recently Government has constituted 3rd PRC for the revision of pay scales of executives in PSUs. The next pay revision will be applicable from 01.01.2017. Junior Telecom Officers may expect an approximate 10 to 15% hike in their salaries after implementation of 3rd PRC.
