Recently BSNL has announced the recruitment of Junior Telecom Officer after a long gap of 8 years. The last exam was held in the year 2009. This time the Telecom giant joined the hands with GATE management for the selection of JTOs. Now GATE is the only channel to get the job in top Maharatna, Navaratna & Minirantna companies in India. But the various companies have separate career growth plan for graduate engineers. It is also a well-known fact that many engineers are waiting for so many years for recruitment in BSNL. So in this article, we will see that whether BSNL Junior Telecom Officer is good for engineers and what are the alternatives available for Bharat Sanchar Nigam Limited JTO.
Junior Telecom Officer Background
Earlier Department of Telecommunication (DoT) was the Central Government Department for extending the telecom services in the Country. In October 2000 Government of India converted the service department into a Limited Company Bharat Sanchar Nigam Limited. The Department of Telecommunication had been recruiting the Junior Engineers for maintaining the telecom services. The JE was a Group C non-executive post and it was equivalent to PWD, Railway & Other departments JE. The appointment examination of JE was on a state level and minimum qualification was Diploma for this post. Later on, Department of Telecommunication had changed the post name to Junior Telecom Officer and minimum qualification was made B.Sc. Further, this JTO Group C was upgraded to Group B post in 5th CPC (just before the formation of BSNL in the year 1999). DOT could not recruit any JTO group B but the entire Group C recruited JTOs were upgraded to group B. After formation of BSNL, these Group B (erstwhile group C) were made Executive.
Due to this history, JTO is Executive in nature, Group B by post and group C by career. Therefore though Engineers are recruited directly as executives in E1 scale like other PSUs but it is entirely different from recruitment in other PSUs for Engineers. Other PSUs recruit in the name Executive Trainee/ Management Trainee/ Graduate Engineer Trainee. BSNL has a separate Recruitment Rule for MT which is similar to the recruitment of Executive Trainee/ Management Trainee/ Graduate Engineer Trainee in other PSU. This JTO is far below than this MT/GET/ET. This can be further verified that the next promotion of Junior Telecom Officer is Sub Divisional Engineer (SDE)/Assistant Engineer (AE) whereas the next promotion of MT/GET/ET is Executive Engineer. Yes, Minimum qualification, GATE & E1 scale gives illusion but JTO is not what it seems but the upgraded version of JE because still next promotion of from this JTO is AE and below AE the post in state government is JE only.
To mitigate this company extend time bound financial up-gradation to all its executives after every 4 to 6 years of service. Therefore officer’s salary increases but the post remains same. Bharat Sanchar Nigam Limited had recruited more than 2k engineers in the year 2001 in the name of JTO but even after completing more than 15 years of service many are waiting for the next functional promotion of AE / SDE.
BSNL Engineers Vs Other PSUs Graduates
Now onwards the telecom giant has joined the bandwagon of other PSUs for taking the Engineers. But the most of the Government Public sector Enterprises extends Group A post to newly appointed professionals whereas Junior Telecom Officer is a Group B post.
There are many facilities like residential quarters, allowances and promotions which are related to the rank (Group A, B) of an officer. Higher the rank: more the facilities available to executives. As everywhere the highest level of entry under fresher category is treated as their main entry level officer and accord them group A status, their career is entirely different from other lower level employee. So in other PSUs, graduate engineers can reach up to CMD post but same isn’t possible in BSNL. JTO generally retires from Executive Engineers and this EE post they get around their retirement.
